The Statutes Repeal Act Annual Reports

On February 3, 2011 the Minister of Justice tabled in Parliament the first Annual Report under the Statutes Repeal Act (SRA). The SRA helps ensure that the will of Parliament is respected in enacting legislation. Publication of these Annual Reports is aimed at drawing attention to laws that have not come into force. Until laws come into force, they are not binding and have no legal effect.

The reports list provisions of Acts that have not been brought into force within 10 years of their enactment. All the listed laws will be repealed at the end of the year the report was published, unless they are brought into force before that date or a House of Parliament resolution determines they are not to be repealed.

Provisions in 32 Acts listed in the 2011 Annual Report were repealed on December 31, 2011 by operation of the SRA. Notice of the repeals has been published in the Canada Gazette, Part I.
